Ms. English was born at the Air Force Academy in Colorado Springs, Colorado, and spent much of her youth in England and Texas before eventually settling in the Seattle–Tacoma area of Washington State.
As the daughter of a U.S. Air Force hospital administrator, Ms. English grew up in and around medical environments, gaining early exposure to patient care and hospital operations. This unique background sparked an interest in medicine that later evolved into a career in law, where she now applies that insight to representing clients in complex medical malpractice and injury cases
In her youth, Ms. English gained firsthand experience in healthcare, working as a Certified Nursing Assistant, Activities Director, and hospital team member. She also served as a Fresno County Ombudsman, advocating for residents’ rights in nursing homes.
While initially planning for medical school, Ms. English’s Fresno State internship at the Madera District Attorney’s Office under current DA Lisa Smittcamp confirmed her true calling—law and justice
Ms. English earned her Bachelor of Arts in Philosophy from California State University, Fresno. After graduating from law school, she returned to Fresno State to complete her Master of Business Administration (MBA).
Ms. English earned her Juris Doctor from the prestigious McGeorge School of Law in Sacramento, California, where she was recognized for her exceptional trial advocacy skills.
During her final summer before graduation, she clerked for the Federal District Attorney’s Office and contributed to the high-profile case Conrad v. United States of America, involving illegal gambling at Fresno’s Elbow Room Bar & Grill. Conrad lost his trial and his appeal and Ms. English fell in love with the trial process.
While Ms. English has trial experience across multiple practice areas, her primary focus is on civil litigation, particularly medical malpractice and employment law. She often combines these disciplines in cases involving the medical field — for example, representing whistleblowers who report negligent medical treatment or unsafe practices.
With nearly one-third of Fresno’s workforce employed in healthcare, her understanding of both medical and employment issues can lead to safer patient care and stronger employer compliance. Whistleblowers play a vital role in protecting the public, and Ms. English welcomes the opportunity to represent those who have the courage to speak up.
Before founding Tower Law, Monrae L. English served as a Partner at Wild, Carter & Tipton — Fresno’s oldest law firm — for nearly sixteen years. During her tenure, she represented employees in cases of employment discrimination and wrongful termination, advocated for patients and families harmed by medical malpractice, and fought for victims of motor vehicle, motorcycle, and trucking accidents that caused severe injuries
